Contesting the differentiated access to housing, social movements occupy empty buildings in the cities to challenge historically-rooted and excluding urban politics. This is a study of a capital growth - and the absence of it --in Brazilian agriculture. Economic growth in third world agriculture has been generally disappointing. While in countries such as Brazil the industrial sector expands and modernizes, much of agriculture remains backward. Agricultural economists have traditionally sought the explanation of backwardness in the low productivity of the peasant. The proposed solution for this so-called peasant problem is modernization. An alternative explanation is formulated and tested in the present study. This paradigm of peasant agriculture suggests that backwardness results from the unequal relationship between the peasant and the larger economy. It is hypothesized that the backward producer contributes effectively to national capital accumulation, but is denied access to the surplus he generates. The modernization of agriculture, far from solving the peasant's problem, more frequently results in his expulsion from the sector or further marginalization within it. The area chosen for study is Nortehwest Parana, a dynamic regional economy in southern Brazil settled large numbers of passant families in the imediate post-World War II period.
