Intended to serve as a resource for the many and varied groups concerned with improving students' reading proficiencies, this report from the Nation's Report Card provides a long-term perspective on students' reading skills and strategies based on a series of five national assessments conducted from 1971 to 1988. Each chapter of the report provides a different perspective on trends in students' reading abilities. The first chapter describes changes in the average reading performance of 9-, 13-, and 17-year-olds across the five reading trend assessments conducted by the National Assessment of Educational Progress (NAEP) between 1971 and 1988. The second chapter defines levels of reading proficiency and presents the percentages of students attaining these successive levels in each assessment. The third chapter summarizes trends in students' responses to questions on their reading instruction and experiences and investigates the relationships between these background factors and reading proficiency. Overall, the findings described in the report reveal generally positive but subtle changes in reading performance at the national level since 1971: (1) nine-year-olds assessed in 1988 read significantly better than their counterparts assessed in 1971, but this progress was made in the 1970s; (2) thirteen-year-olds' reading achievement has fluctuated slightly over the years; and (3) seventeen-year-old students assessed in 1988 read significantly better than their counterparts assessed in either 1971 or 1975. This publication is the fifith in a UNICEF series that monitors progress for children towards achievement of the Millennium Development Goals (MDGs). It assesses current performance in relation to MDG no.7 which aims to halve by 2015 the number of people without sustainable access to safe drinking water and basic sanitation. As well as being vital in themselves, safe water and sanitation are also key prerequisites for achieving other MDGs such as reducing child and materal mortality, combating diseases, reducing child undernutrition and achieving universal primary education. The report estimates that, if current trends continue, the world is on track to meet the target for drinking water, although some countries and regions are lagging behind, but the target for basic sanitation will not be met unless progress is greatly accelerated.

The school and district report cards were created by the 1999 Oregon Legislature. The legislation requires that the Oregon Department of Education (ODE) produce and issue a report card to all public schools and districts in the state. The report cards are designed to: (1) Communicate the many good things occurring in Oregon's public schools; (2) Provide a fair and reliable means of reporting ratings of current school performance and improvement over time; and (3) Demonstrate to the public that the schools are accountable for their work. Oregon Revised Statute (ORS) 329.105 lists information that is required to be included in these performance reports. The report cards also display additional data in order to meet the reporting requirements of the federal No Child Left Behind (NCLB) Act of 2002, which reauthorized the Elementary and Secondary Education Act. ODE is committed to making the report card a valuable tool for parents, educators, and community members throughout the state. This policy and technical manual is a compilation of the policies, processes, strategies, and timelines that relate to producing and improving the report card. This manual is updated annually to provide the latest information about policies and timelines. A list of Oregon School Report Card resources is included. Two appendices are included: (1) School Report Card Data Elements; and (2) District Report Card Data Elements.

This report from The Nation's Report Card provides further information about students' lack of preparation in science, their apparent disinclination to enroll in challenging science courses, and the comparatively low achievement of Back and Hispanic students, females, economically disadvantaged students, and non-college bound students. These Science Report Card results are based on a national survey of nearly 20,000 students in grades 4, 8, and 12, conducted during the winter and spring of 1990 by the National Assessment of Education Progress (NAEP). The results from the 1990 science assessment were analyzed using item response theory (IRT) methods, allowing NAEP to describe performance across the grades and subpopulations on a 0 to 500 scale. Along this continuum, four levels of proficiency were defined: Level 200: Understands Simple Scientific Principles; Level 250: Applies General Scientific Information; Level 300: Analyzes Scientific Procedures and Data; and Level 350: Integrates Specialized Scientific Information. Overall science proficiency by race/ethnicity, gender, region, type of community, type of school, parents' highest level of education, additional home factors, types of high school programs, and plans after high school was determined. Chapters include: (1) "Overall Science Proficiency for the Nation and Demographic Subpopulations"; (2) "Levels of Science Proficiency for the National and Demographic Subpopulations"; (3) "Science Proficiency by Content Areas for the Nation, Subpopulations, and in Relation to High School Course-Taking"; (4) "Attitudes toward Science Education and Students' Experiences in Science"; (5) "Toward Scientific Literacy for All: Instructional Goals and Practices"; and (6) "Who Is Teaching Science? A Profile of the Eighth-Grade Science Teaching Force." The profile survey on teachers included data on race/ethnicity, years of teaching experience, level and type of teaching certification, academic training, teachers' perceptions of their preparation to teach science topics, and teachers' professional activities in science. An overview of the procedures used in the 1990 science assessment, the NAEP scale anchoring process for the 1990 science assessment and additional example anchor items, and statistical data for all parts of the survey are appended.
